The Gaming Commission of Malta is considered one of the leading online gambling jurisdictions.

The island began with the licensing system for the development of online gambling sites in 2000 under the rules of the Public Lotto Ordinance (Public Lottery.) Since then, the Lotteries and Gaming Authority (LGA) has been commissioned to develop the policies and operations of online gambling business.

There are four classes of licenses for online games:

Licences issued by the Malta Gaming Commission are valid for five years. Licensees pay an initial fee, annual fee and 0.5% of its turnover. Citizens of Malta are not authorized to carry out activities related to online gambling.

All operators wishing to receive a license must pay an initial fee and other periodic payments and taxes on gambling of 0.5% of turnover. In addition, companies holding a license in Malta are not allowed to take bets from citizens of the island.
